i don't think "correlative conditionals" or "correlative comparatives" have been talked about here

if people drive slower...
your car will be producing emissions for longer
you risk getting into an accident longer

driving slower won't protect you or the environment

(d) says that the argument assumes...
driving time is the shot caller of the car's pollution department
drive faster, reduce time on the road, produce less
drive slower, increase time, produce more

but what if driving slowly did other things that significantly lowered emission production?
like the slower you drive, the easier you brake, the less you produce
or the slower you drive, the less you accelerate, the less you produce
