D incorrectly compares urban development zones ( plural ) - to - new principle ( singular)
B is correct - 'urban development zones' represents 'new principle'

(d) is incorrect because it doesn't make literal sense. it's impossible for a development zone to be a principle: a development zone is a physical tract of land, and a principle is an idea or notion. to put "are" or "are not" between these two things is ludicrous.

on the other hand, it's perfectly possible for a tract of land to represent an idea or notion, depending on what happens on that tract of land; therefore, (b) makes sense.

there's no antecedent for "it".

the only possible antecedent for "it" would be "a new principle", but, of course, that makes no sense (because the point of the sentence is that the principle applied in puerto rico was NOT a new principle).

you can't ignore the adjective "new" and act as though "it" refers only to "a principle". when you look for the antecedent of a pronoun, you have to take whatever adjectives and essential modifiers are tagged onto a noun along with that noun itself.

it stands for "a principle".

when you use the indefinite "one" in this way, it is allowed to stand for just the article + noun (i.e., a/an NOUN).
in particular, when you use "one", you do NOT necessarily attach any adjectives or modifiers that came along with the noun.
so in this case, "one" refers only to "a principle", not to "a new principle".

Hi Ron,

Wanted to clarify one thing for the Correct answer B.

There is 'not X..but Y' construction in the sentence B and this construction should follow a parallelism similar to 'not only X..but also Y. However it seems that the sentence does not follow the parallelism.

Let me know where i went wrong? (not doubting the correct answer choice)

The parallel signals are "not ... but ...".

"Only" and "also" are adverbs. Like other adverbs, they are irrelevant to grammatical structure.
They're essential to the meaning of the sentence, of course; the presence/absence of "only" and/or "also" creates huge changes in meaning. Since they're adverbs, though, you can ignore them in considering any purely grammatical issue.

the serious problem with A is that there is no meaning connection between two sentences connected with semicolon. semicolon is used to show a meaning relation such as example, similar thing.

am i correct?
