the only thing really wrong with C is that it's saying that zones ARE (or aren't) a "principle".

that's pretty clearly nonsense -- and, since we are presented with a CHOICE between
these zones DON'T REPRESENT a new principle (choices A, B)
these zones AREN'T a new principle (choices C, D, E)
...it's clear that we should reject C, D, E, and keep A and B.

how are you breaking things up like that, of all things? those are pieces of 2 totally different sentences!
(the part before the semicolon is a complete sentence; the part after the semicolon is another complete sentence)
