Is placement of who in C correct?
seems to modify Spanish.

"who" modifies "people" in C. Asking whether it is "correct" is tricky because it brings up the obvious question of how much of the larger context we need to take into consideration. What is definitively true is that there is nothing wrong with "people speaking Spanish who do not have to ...". C is wrong for other reasons (Ron's typo notwithstanding).
