Ten Lap Relay Race game

In the Ten Lap Relay Race game, given in LSAT Interact Session 1.
Question 23.
The correct answer is given as (B)
But why can't the correct answer also be (A)?
We can easily prove that Jacobson cannot swim in lap 1 (since M and O MUST be before J).
So why can't answer choice (A) also be correct?

When you want to ask a question on the forum, try to get the PrepTest number / Section / Question.

Then you just look up (in this case)
Logic Games --> Test 37 ---> Game 4 --> Q23
