I guess the thing about C that made me think it was wrong (even though I chose it the first time) was that it brings in something to do with "the public," when this isn't addressed in the stimulus. Is the "person to person" part the "public" in answer choice C?

I sadly don't have a full explanation for you, other than there is a trend that when "equivocal" or "equivocates" is an answer choice in flawed questions, it's almost always the correct answer. I also put D, but I suppose it's because science is an appropriate authority for thing...
