I think the key lies in line 31 "But the picture was more complex." This shows that the author thinks that the quotation doesn't completely reflect Wagner's idea (C). But isn't it statement rather than assumption ? I mean the complexity was stated but not assumed. Could someone clarify?

Could someone clarify?

1) Non-competes aren't binding.
2) Companies still don't want to hire people with non-competes.

===> Companies don't want to be involved in lawsuits.

But why thay will be involved? Isn't Non-compete between previous employer and employee?
