I thought first conclusion is correct based on the last sentence of the argument. Could you please explain why second one is better than the first one?

Legislator: High-stakes testing in public education leads to stress and anxiety, but those who say we need to do away with high-stakes testing are on the wrong side of this issue. High-stakes testing is the only way to measure the progress of our students.

Which of the following represents the main conclusion of the argument?

1. Aside from high-stakes testing, there is no way to measure the progress of our students.

2. We should not put an end to high-stakes testing.

You want to use the therefore test here.

Which makes sense:

a. high-stakes testing is the only way THEREFORE we should not put an end to it

b. we should not put an end to it THEREFORE high-stakes testing is the only way

The first one makes sense, the first one doesn't, and whatever is after the THEREFORE is the conclusion.

That clear it up?
