N can receive more votes than O, but not if there is a POK block. Given POK as stated in the stimulus, there are only two possible sequences:

L/J J/L P O K N M

In this situation, N cannot come before the POK block, because P must have more votes than N (rule 5), and therefore the entire POK block must have more votes than N.
