Some people make an argument. The author then pivots (without a keyword!) to her opinion on the initial view, and then gives reasons for that opinion ("because…").

Answer Anticipation:
While this argument doesn't have a pivot word, the author does show opinion ("would be dangerous") highlighting her view on the argument some make. Since this is followed up with evidence ("because…"), we can be fairly certain it's the conclusion.

However, since the conclusion refers back to the initial position, there's a good chance the correct answer will be phrased to include that position.
