When "suggests" / "implies" / "inferred" / "most likely to agree" appears in the question stem, a lot of people think they're allowed to speculate from what was told to them in the passage.

Try to get out of that mindset. We are still proving our answer with a line reference.

The keywords in this question stem are "proponents" and "how cooperating lawyers benefit".

If we know our Passage Map, we remember that this comes from the end of Paragraph 2.

Re-reading that portion, we remember that the proponents of the plan argued that lawyers who took a pay cut in order to take on a plan member would ultimately benefit because the plan member in turn would refer that lawyer to others (and those others would pay full price for the lawyer).

(C) seems to be the closest paraphrase of that, so it is the correct answer.
