I see how (C) is not discussed, but just to make sure I'm understanding why incorrect answer choices are wrong, where can I find proof for (B) in the passage? In particular, where does the idea of "harmful" come from?

I hear ya that the bulk of the text we need to look at for this question is in line 22-24, but additionally, harmful by-products are specifically addressed in line 44.

When talking about ideal industrial ecosystems/making use of "designed offal", it says: "Such recycling still requires the expenditure of energy and the unavoidable generation of some wastes and harmful by-products, but at much lower levels than are typical today."

This idea of "lower levels" provides direct support for B -- "The amount of harmful by-products produced by industrial processes would be reduced" -- though they would not be eliminated entirely.
