We need a specific line reference to justify the correct answer. We know that the author's evaluation of legal plans and predicted effects are found in the 3rd paragraph.

A) the 3rd paragraph largely describes potentially bad outcomes from legal plans, so that would AGREE with the plans' critics.

B) the author thinks that full-price legal fees may decrease, not that fees to enroll in a legal plan may decrease.

C) no support for "forced participation". Having no economic incentive to participate, some lawyers will presumably opt not to participate.

D) this is the opposite of what the author believes in 47-52.

E) Yes. Supported by 54-57.
