Why is E wrong? It looks like it's directly supported by lines 46 - 50? My best guess is that since this is explicitly stated as something that Garcia argues, it's not something that Garcia assumes.

The passage says that the WWII rhetoric was "INCLUSIVE" (positive) while this answer choice calls the rhetoric "PATRONIZING" (negative).
