It seems to that the usage of sole is too extreme.

But I did find out the exact match for D from combining line 7, 15-19, 21-24 and 25-28. Still I was not able to choose D.

Could someone explain the reasoning behind the answer D?

Great question ottoman! Thanks for brining this one to the forums!

Lets walk through answer choice (D), which asks for the organization of the first paragraph:

1. a deficiency is described -- a dearth of published books or articles concerned with specific legal topics relating to women (lines 1-6).

2. the specific nature of the deficiency is discussed -- the sources are of little help in answering several questions (lines 6-25).

3. a particular kind of remedy is asserted to be the sole possible means of correcting that deficiency -- only quantitative studies of large numbers of cases would allow even a guess at the answers to these questions (lines 25-29).

Incorrect Answers
(A) seems to outline very broadly the organization of the passage as a whole, rather than the first paragraph.
(B) fails in the end by singling out one question as the "most useful."
(C) incorrectly assigns a prediction to the end of the first paragraph.
(E) incorrectly states that the resources necessary to the carrying out of a task are described represents the beginning of the paragraph, when instead the author is attempting to show a problem or a deficiency in certain kinds of information.
