First, let's correctly read the choice:
The answer choice doesn't say he ONLY accepts some of the basic points. It just says he accepts some of them. Don't put the word "only" in places where it doesn't exist!
A quick example:
I like every single tropical fruit. You would be correct to say that I apparently like some tropical fruits. You not be correct to say that I only like some tropical fruits.
Now, for the passage:
In the very first paragraph the author says something along the lines of, "Some ppl think p.a. is stupid because of (1) and (2). However, p.a. doesn't actually do that."
We can infer, then, that the author is supporting p.a. on AT LEAST these two points, which is exactly what the author goes on to do in the remainder of the passage.
How does the author feel about the other 19 or 25 or 75,000 points of philosophical anarchism? We don't know. So what do we know for sure? The author supports p.a. on a couple of points. That's answer choice (B).
