Also if we look at the text, lines 27-29, "The ways in which contingencies affect our individual or group identities create a structure of forces within which we are able to act, and that partially determines the sorts of actions we are able to perform." I don't think the community partially determines your ability to visit a friend in another community, as much as the other answer choices do.
