This can be seen as a resolve the paradox type of question.
The paradox is the actions of rural lottery winners behaving in a different manner than city lottery winners when the entire community (both city and rural areas) has pressure placed on them to share the winnings with their neighbors.
Now what could possibly explain why the rural people always follow though with this pressure being placed on them and city people sometimes do not?
I will go through each answer choice and ask if this choice will explain both actions, that being the rural reaction and the city reaction.
Let us go through the answer choices.
A) Just because twice as many people live in rural areas than in the city does not explain why the actions are different.
B) The number of tickets, or frequency of ticket purchases has no bearing on the action.
C) This would resolve it. If it is true that rural area lottery winners are notified by PUBLIC postings, then the public can see who won this lottery. This would explain why rural winners always follow through after winning the lottery to share with the community.
City lottery winners are notified by private mail. The public, thus, does not have the access to the notification of winners. This shows why city winners can use it for personal investment even with the idea of pressure on those who win the lottery.
The public doesn't know they won the lottery!
