Not quite. It's wrong because it's covered in both passages.

In psg A, we can infer that the patent described in 4-7 is dubious and that the ones in 13-15 are dubious. They're even alluded to as "bad patents" in line 17.

In psg B, it more explicitly talks about dubious patents, in line 51-52 "the questionable nature of many software patents".
