Let me know if you would like me to post my global diagram for this game.

This is a global question asking us what are 2 cities that cannot be connected.

We know that Montreal is only connected to 1 other city.

We also know that if a city is connected to H, it must also be connected with T.

So we know that Montreal could never be connected with H, as this would force Montreal to be connected to 2 cities, H and T.

So (A) is the answer.
