Make inferences!
Given the constraint from this problem (1 skirt = 2 jacket), there's only two possibilities: 1's skirt can be red (and therefore 2's jacket), or 1's skirt can be yellow (and therefore 2's jacket). 1's skirt cannot be navy because 2 always has the navy skirt.
My diagram for the problem might look something like this:

Then I wonder, "what else do I know?" And since I know all three colors can't go with one mannequin, my attention is immediately brought to 2's hat. Hmmm.... Can't be r because then an r for the jacket would violate the "hat/jacket" rule and a y for the jacket would violate the "all three colors" rule.... Can't be y for the same reasons. Therefore it must be n!
