In this question tonality=political equality correct?
Actually I think this characteristic is kind of asked in question 11 too...as an "assumption".
But I thought the answer for Q11 just rephrases what the author says about this characteristic...
if it's stated, it's not an assumption right? (I thought approx(the passage says)=limited(the answer A says)...)
Otherwise I think Q11 and Q12 kind of contradicted... :| (one is assumption and one is stated...)

In Q12,
tonality = political equality
range of instruments = pluralist democracies

The analogous relationship is that pluralist democracies do not allow for full realization of political equality, just the same as the range of instruments do not permit for capturing the tonality of the musical score. Answer choice (B) has the analogous relationship.

Incorrect Answers
(A) is too precise. We're looking for something that fails to fully capture the desired goal.
(C) is out of scope as the relationship here is more about passing on information.
(D) is out of scope. There's no attempt to capture an ideal.
(E) is too precise. We're looking for something that fails to fully capture the ideal.
