I still do not understand why W is selected over L in this situation. If L goes in slot 2, W goes in slot 1, and P and S go in slot 3 with M.

You're asking why is (E) wrong?

If L is on 2, then we know W is on 1

W | L | __ __+

But do we know anything else?

Seems like there multiple options, for example
W | L H O | M P S
or
W | L M P | H O S

The point of this question stem is that one of these answers, by itself, triggers a FULLY DETERMINED scenario.

(E) wouldn't do such a thing, because we still have multiple options.
