Is C the answer because if there are reserves for future drilling, there are still chances they can recycle? (According to the last sentence of the 2nd paragraph, they will recycle.)
By the way, what does the last sentence of the last paragraph mean? It is a little confusing...

Thanks for your post, daijob. This is a difficult and technical paired passage. To answer this question, let’s lay out what we know about OBMs:

1. They are used for drilling deeper wells than WBMs.
2. They have more oil and barite than WBMs.
3. They are more dangerous than WBMs.
4. Drillers can only dump some OBM residue overboard.

(C) is the right answer because of the first item on the above list. (C) indicates that the wells that need to be drilled are deep, and OBMs are used for deep wells.

(A) is incorrect, although tempting. (A) leaves open the possibility that the cost of ingredients in OBMs will also increase, in which case WBMs might not be temptingly cheaper.

(B) might indicate why OBMs are used for deep wells, but it does not illuminate whether more deep wells will be drilled in the future.

(D) points to the negative environmental impact of OBMs, but does not indicate that OBM use will go up.

(E) is irrelevant. Whether barite is common or not does not imply a change in the proportion of OBM use.

If (C) wasn't an option, can (A) be the answer since the question asks us to pick the one with the strongest support?

It's fair to say that (A) provides at least some support, so if it were the only answer that did that, it could be a correct answer.

It would be stronger if it directly compared the rise in cost of WBMs to that of OBMs:
"The cost of ingredients of WBMs is expected to increase more in the next few years than those of OBMs" (stronger support)

BUT ... if you're reading this question stem, and you're not asking yourself
"What was the distinction(s) between OBM and WBM?" before reading the answer choices, you're making it harder to find the best answer.

If we scan back through those two paragraphs, it was stuff like:
- Shallow wells vs. deep wells
- disperses readily vs. hard to disperse (thus environmentally benign vs. environmentally questionable)
- bentonite heavy vs. barite heavy

I would suggest finding those little bullet points first, because then you can quickly embrace any answer choice rewarding you for knowing the distinctions.
