Hello. Could some give out the reasoning behind the correct answer for this? I do not have have the LSAC explanations for this test, but only PrepTest C itself, so I don't have access to the official explanation.

I find direct support for (B), the correct answer, from lines 53 - 55: juveniles need to learn the values of society. The author would agree with (B).

As for the others, immediately I am skeptical of (A) because of the word "never." Beware of extremes! They usually are not supported.

(C) is similar. "Primarily" because of that policy? The author never goes this far.

(D) is, if anything, contrary to what the author seems to think.

(E) is also contradictory to what the author suggests. He recommends rehabilitation, but not within the prisons. (The example he gives is making the teen return a stolen item and apologize.)
