My take on the passage:
Scale: Patent hinders progress vs Patents do NOT hinder progress. The author leans on the latter and the scale is fairly balance but leans more to the right so the main point would need to acknowledge that patents may hinder progress in theory at least.
Paragraph 1 : Introduction to Patents. --> The key pivot word I found was "However questions about the extent" gave me a rough idea on where the passage would go and is also the scale of the passage
P2: Gives reasons on why it might hinder. Uses "For example" to further hint that these are examples
P3: Gives reason to think patents do not hinder progress. Points out that scientists are "confused" "mistaken". Then gives a list of reasons with "First" "Second" "Third"
Overall, it was a very standard argumentative essay to argue a point where the author acknowledges the opposing view before rebutting it.
