meaning of word 'exactly'

Suppose we have a game where one of the rules is stated as follows: A has exactly 2 meetings with B.

Does this mean that A has exactly 2 meetings, both of which are with B.

Or does it mean that A meets with B exactly 2 times, but can potentially have other meetings with other people besides B?
