Drill It: Ordering Mismatch Setups

On page 253 of the LG strategy guide, game 3 outlines that there are 5 slots and 8 elements to be performed. One rule specifies that "If S is played, W is not."

In shorthand, we'd write this as:

S --> ~W
W --> ~S

The above doesn't *exclude* both S and W being out, right? I noted this as:

[S/W] _ _ _ _ _ / _ _ _

(Usually I'd draw [S/W] underneath or above the number line, but the text box doesn't allow this to line up right; thank you for bearing with me)

However, the solution placed [S/W] on the other side, like so:

_ _ _ _ _ / _ _ _ [S/W]


I'm very confused - the solution seems to imply that we can't *exclude* both, while the original rule seems to say we can't *include* both.

I thought I understood that this rule is different from "Either X or Y is played, but not both," while the latter means one element is always excluded from performing while the other is included, so [X/Y] would go on both sides:

[X/Y] _ _ _ _ _ / _ _ _ [X/Y]
