Can someone explain the set-up to this game? I could not figure out 8 - 11. Is there some sort of not or opposite rule to include?

After writing down all the rules, it was still not obvious how to solve Q9 and Q11 easily. By the way, the diagram posted does not correspond to this game.

Is there an easier and quicker way to solve Q9 and 11 besides trial and error of different combinations? Any help would be appreciated. Thank you.
