Conditional rules

From a drill in the LG book,

L can be assigned only to units with either Q or R


Does this mean that both can happen if L is there?

Is L conditional because "can" is used?

It is conditional because there is a rule that you have to follow if you assign L.
If you do assign L (if L), then you must assign at least Q or R ( --> LQ or LR) and there is always possibility of both when you see "Or" (LQR) .
