I dont understand the book's explanation of how Kelly received 4/3 the number of votes as Mike and why the answer has to be a multiple of 7. Could you please clarify?

Based on the question, the equation I had for Kelly's votes is:
k = m + 1/3, where m is the number of votes received by Mike and k is the number of votes received by Mike.
