Kindly help me understand how C is a better answer than D. The reason I preferred D over C was, C is trying to modify deer population using modifiers With no natural predators and with expanses of green suburban neighborhoods, while in my opinion population can not have expanses of green neighbourhoods.
Modifier 'Without natural predators and no hunting allowed in expanses of green suburban neighborhoods' correctly modify a placee such as New Jersey. Though I agree, use of without is a little awkward. It would have been better if they had said 'With no natural predators and no hunting allowed in expanses of green suburban neighborhoods', New Jersey <blah blah blah>.
Please help me understand the modifier use in C, and issues with D. Thank you very much!
