verbal question from GMAT practice test 2

A major impedidment to wide acceptance of electric vehicles even on part of people who use thier cars almost exclusively for commuting is the inability to use electric vehicles for occasional extended trips. In an attempt to make purchasing electric vehicles more attractive to commuters , one electric producer is planning to offer customers three days free rental of a conventional car for every 1000 miles that they drive the vehicle.

which of following if true most threatens plan's prospects for success?

I think C is correct--> Relatively long time it takes to recharge the battery of an electric vehicle can easily be fitted into regular patterns of car use charecteristic of commuters.

GMAT says B ---> Because majority of commuters drive atleast 100 miles a week, the cost of producer of making good the offer would add considerably to the already high price of electric vehicles.

on what grounds do you pick (c)?

it has two major problems.

first, you're looking for an answer choice that threatens the plan's prospects for success. this means that you're looking for a reason why this new plan won't work as a financial incentive for commuters.
your choice, (c), if anything, is something that makes the electric car more attractive to commuters. that's exactly the opposite of what you want.

second, battery recharge time is completely irrelevant to the passage. the major issue described has nothing to do with recharging the battery; it has to do with the inability of electric cars to last for trips of long duration.
