Why is "to identify" better than "for identifying"

I don't know that "to identify" is always better than "for identifying." It probably depends on the context.

We went to the police station to identify the bank robber.
Fingerprints were used to identify the suspect.
DNA is a better tool for identifying criminals than fingerprints.
