Time Management on IR

After taking a couple of practice exams, my issue lies with reading and understanding the question in time-reading the questions the first go-around doesn't always mean I understand it. So how much time would you recommend I take to read the question first and develop a game plan for tackling it?

This is something there is absolutely no hard and fast rule for. You are going to need to develop a sense of how to manage your time based on what works best for you. Of course, in order to do that you have to practice as many IR questions as you can, paying careful attention to timing and refining your strategy as you go along.
