I narrowed it down to B) and D), and ultimately chose B), which is an incorrect answer. D) is the correct answer.
First, the question itself is not completely clear once the answer choices are studied--what is a "basic consideration"? At first, I defined a basic consideration as simply "a thought that contributed to the decision-making process in administering minority-based funding programs". Then, after reading the answer choices, I realized none of them were "thoughts"...they were more like actions. Made me re-think what a "basic consideration" was.
Regardless, I was able to shift my thinking and look for the answer choice that represented an action in decision-making process of the funding programs. Immediately, I recognized that A), C), and E) were never mentioned in the passage. Only B) and D) were.
Ultimately, I chose B) because the passage mentioned that, "In that context, providing funding to minority entrepreneurs in middle-and high-income brackets seemed justified". However, in examining the correct answer after I took the practice test, I came to the conclusion that although the action represented in answer choice B) may have happened during the funding program, it was not a criterion in any type of decision making; rather, it was a natural result of the goal to decrease the ownership gap.
