Nobody has asked about (B) Foreign steel mills have long produced grades of steel comparable in quality to the steel produced by the big American mills.

If foreign steel mills has been manufacturing products of equivalent quality, then it is likely it will substitute for the products manufactured by big American mills.

Anyone can help?

... cast the most serious doubt on the claim made in the last sentence above

remember to stay focused on that goal. the statement in choice (b) doesn't have any meaningful relationship to the claim made in the last sentence.

Can you expand more on what you are looking for from Ron? He explained what was wrong with B in the post above yours. If you agree with his claim that "the statement in choice (b) doesn't have any meaningful relationship to the claim made in the last sentence", then ANY additional clarification is a waste of time for you and therefore actively harmful to your GMAT studying . On the other hand, if you disagree with Ron and think instead that the statement in B DOES have a meaningful relationship to the claim, please tell us what you think that relationship is.

I have little different view to eliminate option B.

One reason you may eliminate option B is that this option is only talking about quality of "Foreign mills" and "Big American mills", however you know nothing about quality of "Small American mills" ; quality of small mills can also be same or even superior.On the other hand, option E properly discriminate between Small mills and Big mills.

For reference you can refer OG 15 --> Q.No. 45 --> Option C. (Reasoning of this option is pretty much analogous to above reasoning.)

with respect to B, I thought that small mills will not take more business from domestic mills than they would from foreign because foreign steels have long produced steels of similar grade that domestic produce. (That's why it may weaken and I marked B)

But, When I marked this option I did not consider the conclusion of the statement which would be "The quotas will help mini mills flourish in the United States." Have I pinpointed my mistake correctly (that I did not concentrate on the conclusion or did I make a mistake somewhere else)??

however much the foreign mills have been hurting the US mills' business, that's already historical FACT -- it's already an existing statistic, for past years, and can't be changed by any sort of hypothetical or argument.

the argument is just about what the small US mills will or won't do, relative to the big US mills. so, only the small US mills and the big US mills are relevant.
