My train of thoughts:
1. the new sentences start with "it" so it will refer back to "the government". We can forget about linking the sentence starting with "and" to the "commissioner" then.
2. by linking the verb of the second sentence to the "government" we need to ignore the introductory part "The health... said that" because of 2 reasons: first reason stated under point 1 (it-human issue) and second reason is that it makes no sense to say "The health commissioner said that it would try..." as "it" would refer to "commissioner" which is wrong.
3. So we can only consider sentences that omit the introductory "that".
4. It then becomes impossible to find an adequate tense to balance "the government had implemented strict measures to eradicate the contaminated food and, despite the recent illnesses, it will try to prevent the outbreak from recurring in the future". Only answer D resonates a bit of grammar logics. But the answer is anyways wrong.
