'That' modifer

My question is what does 'that' modify? is it ambiguous?

I know the initial thought is 'that' modifies [redacted] which results in an illogical meaning with the -ing modifier, but can't 'that' also reach over two prepositional phrases to modify the entire noun phrase [redacted]? thus you have an ambiguous sentence.
