My question is how
Sudden fluctuations in local seismic activity
Titling and other deformations of crust
Changes in measured strain
Variation in electrical properties of rocks ---- can be equal? BTW, D is answer

They aren't equal, but they are all things that are 'warning signs for a major earthquake' i.e. they are logically parallel. Plus they're all nouns, so they're structurally parallel too. Be careful not to overdo parallelism - you don't have to make the items equal, you just need to make them, well, parallel. Look and see what's wrong with the other answers to understand this better.
