Session 2 Quant HW #168 P291 in Official GMAT Guide

It states that p is directly proportional to e, which in turn is directly proportional to i. I read that as p/e = e/i = p/i.

In that case how does, case 1 not answer the question?
p/70=.5/60

Someone please explain!!!!!
