It is very difficult to get food in late hours of night.

I'm not sure what you are trying to show with these sentences. There's a difference between the verbs: 'would' suggests possibility or a plan, whereas 'is' suggests a real situation. In you examples, the first one suggests that you're thinking of ordering food right now; the second one seems to be a general statement.

Actually I was trying to understand the meaning of sentences with or without "would".
I think that meaning is different in my sentences. Thanks for pointing this issue.

I think I understand your question now
It would be very difficult to get food late at night.
-This sounds like a specific occasion: you're hungry and considering getting some food.
It is very difficult to get food late at night.
-This sounds like a general statement of fact.
