Sentence Structure Question - Confusing answer

Chapter 3 - Page 46 of the Sentence Correction book (6th edition)

Question 3: I have no idea what just happened. Image

The book just got rid of the proliferation part? I didn't know that was an option. The first two questions/answers made sense given what was being taught. Question 3 just got rid of the first few words and now I'm confused.

the point of this problem is for you to think about what the sentence must REASONABLY mean.
here, if you keep the word "proliferation" in the sentence, the resulting meaning is complete nonsense (the proliferation of something isn't a thing that can be "developed"). the ONLY way for the sentence to be logical is to get rid of that word.

Don't forget that this is a multiple-choice test!

YOU will never have to "edit" the sentence -- you'll just have to CHOOSE BETWEEN DIFFERENT VERSIONS of the sentence.
in other words, these problems are asking you to do something that is a thousand hundred million zillion times harder than anything you'll actually have to do on the exam.

IF this were a multiple-choice problem -- and you were faced with the decision of writing the sentence WITH "proliferation" and writing it WITHOUT "proliferation" -- then it would be straightforward to see that the version WITHOUT "proliferation" makes sense and that the version WITH it does not.
