It depends on the sense of context.. If you treat "parents" as 2 separate entities( Dad and Mom ), then you will use are and if you treat "parents" as 1 single unit , you would use is.
You need to look up the section on countable versus uncountable nouns:
None of the water is drinkable. None of the books are readable.
