SC - Modifiers

I want to understand the difference between the following two sentences appearing in ed 4.1:

Wrong: The weight was lifted to free my leg
Right: This process was developed to achieve the target.

Why is the first incorrect while the second is correct? The first sentence is in the 'modifiers' section (pg 90) while the second is in the 'idioms' section (pg 171). My question is in the context of modifiers in the above two sentences.

both of these are trouble in the sense that they don't identify the actor. this is the classic reason high school English teachers hate passive voice sentences. on the GMAT passive sentences are actually okay as long as the actor is identified, but the actor is not identified in either of your examples..

the example on page 171 is there to demonstrate correct use of an idiom, but on the whole it is not a correct sentence..
