A is correct

"Approved April 24, 1800" is a modifier and modifies to "act". Modifier should be placed as near as possible to which it modifies.

D. Approved April 24, 1800,
making provision for the removal of the government of the United States to the new federal city, Washington, D.C.,
the act of Congress also established

D is incorrect because of the following reasons.

"Approved April 24, 1800" is too far from "act"

Approved April 24, 1800, making ..., the act of Congress also established => is not the sentence, which author is referring.

Just to clarify, "approved..." modifies "the act," not "to act." "The act is a noun phrase.

But otherwise akhp77 is correct. In D, presumably "approved..." and "making..." are meant to modify "the act." But that's very difficult to follow. In fact, it looks as though "making..." refers to "April 24, 1800."

It's not always wrong to separate a noun modifier from its noun with another modifier, as D attempts to do, but it's awfully hard to pull off, and very likely to be wrong on the GMAT.

this is all true, but there is a much more grammatically solid reason to eliminate (d).
