Why A is wrong?
because "with the intention to do" is wordy. "to stustain" is enough and there is no need "with the intention" . one problem
the second problem is that "with the intention to sustain" refers to "Alaska" . This meaning is different from meaning in choice C. But this meaning in choice A is still logic
normally, on SC, we can use common sense to justify which meaning is more logic. but in this case, I see both meaings represented by A and C are logic. the main issue with A is the wordiness.
