rolling admissions

Do "rolling admissions" necessarily mean that the chances of a candidate steadily reduce as the application deadline approaches? Thanks in advance for the clarification.

In a word, yes. That's why the earlier you can submit it (with your best effort of course) the better. In other words, NO PROCRASTINATION.

Thanks Alex! However, while visiting the Kellogg website for details on the part-time MBA, I did notice that eventhough their admissions process is that of rolling admissions, they guarantee that the chances of receiving admission do not diminish as time goes by. I am not clear how that works. Any ideas?

Take what they say with a big grain of salt.

Of course they're going to say that, because they want to maximize the number of applications they get throughout the process. If they were to say "your chances are going to diminish as it approaches the deadline so apply early" there's a good chance they will get significantly less applications overall that wouldn't be made up by those who would apply earlier otherwise.
