There are a whole range of score combinations that can get to any one score. Your quant score is currently at about the 70th percentile and your verbal score is at about the 7th percentile, so most of the work you need to do is on the verbal side, yes.
If your quant score stays exactly the same, then you'd need to get your verbal score into the low 30s (or in the 55th-65th percentile range) in order to reach 600.
If you raised your quant score, then you wouldn't have to raise your verbal score as much. Note, though, that some schools do pay attention to the individual quant and verbal percentiles. It's a good idea to look at the web sites of the schools to which you want to apply in order to see whether they want you to achieve certain percentiles on the quant and verbal subscores as well, or whether they will only look at the overall score.
