question about “, ing”

I wonder the usage of the “, ing”

if we want to use a comma verbing to modify a clause, Ron talked about the two ideas have to be in the same time frame and have to be the same action? but I don't quite understand. And the comma ing can modify the subject of the antecedent clause and also the whole idea, the whole clause?

I am confused about the usage and hope that you guys can help me out, thanks!!
